Overview

The Project for the New American Century (PNAC) was = established=20 in spring 1997. The nonprofit organization declared that its = goal=20 was =93to promote American global leadership.=94 PNAC, which = has been=20 inactive since late 2005, was an initiative of the New = Citizenship=20 Project, whose chairman is William = Kristol. PNAC described itself as a =93nonprofit = educational=20 organization supporting American military, diplomatic, and = moral=20 leadership.=94

PNAC's board of directors had the following members, as = listed on=20 its website as of May 26, 2006: William Kristol (chairman), = Robert = Kagan,=20 Bruce=20 Jackson, Mark = Gerson,=20 and Randy=20 Scheunemann. Staff members: Ellen = Bork=20 (acting executive director), Gary = Schmitt=20 (senior fellow), Thomas=20 Donnelly (senior fellow), Reuel = Gerecht=20 (director of the Middle East Initiative), Timothy Lehmann,=20 (assistant director), and Michael Goldfarb (research = associate). 1

PNAC's 1997 =93Statement of Principles=94 set forth a new = agenda for=20 foreign and military policy that William Kristol and Robert = Kagan=20 described as =93neo-Reaganite.=94 Signatories of this = charter document=20 said that they aimed =93to make the case and rally support = for=20 American global leadership.=94 2 Excerpts from the statement follow: =

=93We seem to have forgotten the essential elements of = the Reagan=20 administration's success: a military that is strong and = ready to=20 meet both present and future challenges; a foreign policy = that=20 boldly and purposefully promotes American principles abroad; = and=20 national leadership that accepts the U.S. global = responsibilities.=20

=93Of course, the United States must be prudent in how it = exercises=20 its power. But we cannot safely avoid the responsibilities = of global=20 leadership or the costs that are associated with its = exercise.=20 America has a vital role in maintaining peace and security = in=20 Europe, Asia, and the Middle East. If we shirk our = responsibilities,=20 we invite challenges to our fundamental interests. The = history of=20 the 20th century should have taught us that it is important = to shape=20 circumstances before crises emerge, and to meet threats = before they=20 become dire. The history of this century should have taught = us to=20 embrace the cause of American leadership.

=93Such a Reaganite policy of military strength and moral = clarity=20 may not be fashionable today. But it is necessary if the = United=20 States is to build on the successes of this past century and = to=20 ensure our security and our greatness in the next.=94

History and=20 Impact

From an office in the same building that houses the American=20 Enterprise Institute (AEI) in downtown Washington and = with=20 funding from the Bradley = Foundation, in 1993 William Kristol established the = Project for=20 the Republican Future in anticipation of the 1994 = congressional=20 elections. Following the resounding victory of right-wing=20 Republicans, in 1995 he founded the Weekly=20 Standard in the vacated offices of his Project for = the=20 Republican Future. In 1996, Kristol and Robert Kagan = established=20 PNAC, whose offices are also located in the AEI building and = which=20 is also generously supported by the Bradley Foundation. 3

By the time Kristol and Kagan organized PNAC, the = widespread=20 conservative frustration at having to endure another four = years of=20 Clinton liberals had largely papered over the conservative = rift of=20 the late 1980s. Newt=20 Gingrich's =93Contract with America=94 played a key role = in unifying=20 conservatives around an almost exclusively domestic agenda = of=20 big-government bashing, glorifying traditional family = values, and=20 attacking secular humanism. The domestic side of a = reinvigorated=20 right wing was coming together nicely in the 1990s, as seen = in the=20 winning role played by the Contract with America in ushering = in a=20 Republican majority in both houses of Congress under the = Clinton=20 presidency.

The right, however, had not recovered from the loss of = its chief=20 mobilizing principle: militant anticommunism. Central to the = right's=20 role in winning the White House for Ronald Reagan in 1980 = was the=20 fusion of three core conservative constituencies: social=20 conservatives, economic libertarians, and national security=20 militarists. In the late 1970s, neoconservatives played a = strategic=20 role in engineering this right-wing fusion, providing many = of the=20 key intellectual and ideological frameworks for the right = wing's=20 expanding counter-establishment and for the right-wing = populists.=20

If they were to reprise this same unifying role in the = late=20 1990s, the neocons knew that the old political messages = daring the=20 Democrats to associate themselves with the =93L=94 word of = liberalism=20 would no longer suffice. Positioning themselves as New = Democrats,=20 Bill Clinton and Al Gore had stolen the neoconservative = thunder on=20 free market and big government issues.

To resurrect a right-wing populist movement, the = challenge became=20 creating a =93neo-Reaganite=94 agenda=97one that would = appeal to the same=20 =93moral majority=94 citizens who were still fighting the = backlash=20 cultural wars against multiculturalism and the = counterculture of the=20 1960s, citizens who responded to messages about moral = clarity and=20 America's mission, and whose sense of patriotism and = nationalism=20 could again be rallied to support increased military = spending and=20 interventionism abroad. Collectively, the neoconservatives, = the=20 Republican Party's hawks, and the social conservatives aimed = to=20 awaken America from its slumber to wage the good fight = against the=20 forces of evil that were gathering round the world. PNAC's = founding=20 statement in 1997 crystallized this new sense of American = power and=20 moral mission.

Liberals and progressives might regard PNAC's success at = setting=20 a new foreign policy agenda as an example of how the right's = unity,=20 messaging skills, networking, and focused political agenda = of its=20 small circle of foundations have enabled it to affect = radical=20 political change. Recalling the group's origins, PNAC = Executive=20 Director Gary Schmitt told a different story: =93It is = actually just=20 the opposite. We started up precisely because the right was = so=20 divided=97between the realists and the neo-isolationists.=94 = According=20 to Schmitt, =93What we thought was that a tradition that was = both more=20 American and more particularly Reaganite had been dropped = from the=20 agenda.=94 4

That agenda=97one of U.S. moral clarity and the exercise = of=20 American power against evil=97was articulated in 1996 by = Kristol and=20 Kagan in their Foreign Affairs essay on creating a=20 neo-Reaganite foreign policy agenda. 5 PNAC, said Schmitt, was the result of = Kristol=20 and Kagan's decision to institutionalize their vision.

PNAC struck a discordant note in the dominant political=20 discourse. At a time when most pundits and politicians were = caught=20 up in national debates about the price of prescription = drugs, the=20 future of social security, and the impact of globalization, = PNAC=20 warned of =93present dangers=94 to U.S. national security. =

On the whole, however, PNAC's associates, many of whom = joined the=20 George W. Bush administration, were hopeful. If = conservatives=20 continued to resist =93isolationist impulses from within = their own=20 ranks=94 and if a new government adopted the history-tested = principle=20 of =93peace through strength,=94 the =93greatness=94 of the = United States=20 would be ensured in the next century. If the American people = were to=20 again embrace =93a Reaganite policy of military strength and = moral=20 clarity,=94 they could look forward to a New American = Century. 6

The rhetoric, political tactics, and assumptions about = America's=20 moral mission articulated by PNAC all had deep historical = resonance.=20 The three signature features of PNAC=97the = coalition-building to=20 confront the =93present danger,=94 the vision of a planetary = Pax=20 Americana, and the laying of nationalist claim to an entire=20 century=97were echoes of former visionaries, statesmen, and = political=20 leaders.

In raising the alarm about the present danger, PNAC = sounded a=20 traditional refrain of post-World War II militarists and=20 internationalists. Since the late 1940s, factions of the = U.S.=20 foreign policy elite have stoked the patriotism and paranoia = of=20 Americans with warnings about the =93present danger=94 the = United States=20 faces if lulled to sleep by dovish political and economic = elites.=20 For hawks and ideologues, the term =93present danger,=94 = along with the=20 phrase =93peace through strength,=94 has been the recurring = rallying cry=20 of those who argue for a more aggressive national security = strategy.=20

In the advent of the 2000 presidential election, PNAC = founders=20 Kristol and Kagan, in their edited volume Present = Dangers,=20 invoked the words of the Henry Robinson Luce, who before = the=20 United States entered World War II predicted that the 20th = century=20 could be the =93American Century,=94 if it created =93an = international=20 moral order.=94 7 The combination of military strength, = =93a vital=20 international economic order=94 established by the United = States, and=20 foreign policy guided by America's God-ordained moral = mission would,=20 according to Luce, ensure American supremacy and = international=20 peace. 8

PNAC Letters and Statements (1998-2003)

Following its Statement of Principles, PNAC organized = several=20 reports and sign-on letters critical of the Clinton = administration's=20 foreign and military policy. These letters paralleled = initiatives by=20 the Republican majority in Congress to pressure Clinton to = increase=20 the military budget, implement a missile defense system, and = switch=20 to a more confrontational foreign policy that targeted rogue = states.=20 A January 1998 letter to Clinton contended that the only = =93acceptable=20 policy=94 vis-=E0-vis Iraq was =93one that eliminates the = possibility that=20 Iraq will be able to use or threaten to use weapons of mass=20 destruction. In the near term, this means a willingness to = undertake=20 military action as diplomacy is clearly failing. In the long = term,=20 it means removing Saddam Hussein and his regime from power. = That now=20 needs to become the aim of American foreign policy.=94 9

During Clinton's presidency, PNAC organized two sign-on = letters=20 to the president (the second one on Milosevic) and one = letter to=20 congressional leaders (on Iraq), and it published one = statement (on=20 the =93Defense of Taiwan=94). 10 In 2000, PNAC also published a book = and a=20 report, both of which were designed as blueprints for a new = U.S.=20 foreign and military policy. Present Dangers included = work=20 from many PNAC associates and other neoconservatives. = =93Rebuilding=20 America's Defenses,=94 written largely by PNAC's Thomas = Donnelly,=20 offered an agenda for military transformation based on Defense = Policy=20 Guidance of 1992, the national security strategy = written by=20 Paul = Wolfowitz, I. = Lewis=20 Libby, and Zalmay=20 Khalilzad under the supervision of then-Defense = Secretary Dick = Cheney.=20

The 2000 election of George W. Bush enabled PNAC to = advance its=20 agenda for the =93New American Century.=94 Many PNAC = principals moved=20 into the Pentagon, vice president's office, and State = Department. It=20 was not, however, until after September 11, 2001, that the = PNAC=20 agenda was fast-forwarded.

On September 20, 2001, PNAC sent an open letter to Bush = that=20 commended his newly declared war on terrorism and urged him = not only=20 to target Osama bin Laden but also other =93perpetrators,=94 = including=20 Saddam Hussein and Hezbollah. The letter made one of the = first=20 arguments for regime change in Iraq as part of the war on = terror.=20 According to the PNAC letter, =93It may be that the Iraqi = government=20 provided assistance in some form to the recent attack on the = United=20 States. But even if evidence does not link Iraq directly to = the=20 attack, any strategy aiming at the eradication of terrorism = and its=20 sponsors must include a determined effort to remove Saddam = Hussein=20 from power in Iraq. Failure to undertake such an effort will = constitute an early and perhaps decisive surrender in the = war on=20 international terrorism.=94

The letter also pointed out that to undertake this new = war, it=20 would be necessary to inject more money into the U.S. = defense=20 budget: =93A serious and victorious war on terrorism will = require a=20 large increase in defense spending. Fighting this war may = well=20 require the United States to engage a well-armed foe, and = will also=20 require that we remain capable of defending our interests = elsewhere=20 in the world. We urge that there be no hesitation in = requesting=20 whatever funds for defense are needed to allow us to win = this war.=94=20

Including the first PNAC letter on the war on terrorism, = PNAC=20 published four letters to Bush from 2001 to 2003. In April = 2002,=20 PNAC sent Bush a letter regarding =93Israel and the War on = Terrorism,=94=20 followed on November 25, 2002, by a letter about Hong Kong, = and a=20 January 23, 2003 letter on increasing the military budget. = In March=20 2003, PNAC published two statements on =93Post-War Iraq.=94 = 11

Latest from PNAC

The most recent PNAC statement was a January 28, 2005 = letter=20 addressed to congressional leaders requesting that they = =93take the=20 steps necessary to increase substantially the size of the = active=20 duty Army and Marine Corps.=94 It was the judgment of the = signatories=20 that an increase of 25,000 troops a year would be necessary = to meet=20 what Condoleezza Rice described as the country's = =93generational=20 commitment=94 to fighting terrorism in the greater Middle = East.

According to the letter, =93The administration has been = reluctant=20 to adapt to this new reality.=94 But the signatories then = countered:=20 =93We understand the dangers of continued federal deficits = and the=20 fiscal difficulty of increasing the number of troops. But = the=20 defense of the United States is the first priority of the=20 government.=94

The signatories of the January 2005 letter were: Peter = Beinart,=20 Jeffrey=20 Bergner, Daniel Blumenthal, Max = Boot, Eliot = Cohen,=20 Ivo Daalder, Thomas Donnelly, Michele Flournoy, Frank=20 Gaffney, Reuel Gerecht, Lt. Gen. Buster Glosson (ret.), = Bruce=20 Jackson, Frederick=20 Kagan, Robert Kagan, Craig Kennedy, Paul Kennedy, Col. = Robert=20 Killebrew (ret.), William Kristol, Will=20 Marshall, Clifford May,=20 Gen. Barry McCaffrey (ret.), Daniel=20 McKivergan, Joshua=20 Muravchik, Steven Nider, Michael O'Hanlon, Mackubin = Thomas=20 Owens, Ralph Peters, Danielle=20 Pletka, Stephen Rosen, Maj. Gen. Robert Scales (ret.), = Randy=20 Scheunemann, Gary Schmitt, Walter Slocombe, James Steinberg, = and James=20 Woolsey.

Although many of the signatories belong to the usual = circle of=20 neocons=97such as Boot, Cohen, Donnelly, Gaffney, Gerecht, = the Kagans,=20 May, Muravchik, Schmitt, and Woolsey=97other signatories = were such=20 liberal hawks and liberal internationalists as Beinart, Paul = Kennedy, Marshall, O'Hanlon, and James Steinberg. 12

Several months earlier, in September 2004, PNAC published = an=20 =93Open Letter to the Heads of State and Government of the = European=20 Union and NATO,=94 which expressed concern about the = domestic and=20 foreign policies of Vladimir Putin's government in Russia. = The=20 letter stated: =93President Putin's foreign policy is = increasingly=20 marked by a threatening attitude toward Russia's neighbors = and=20 Europe's energy security, the return of rhetoric of = militarism and=20 empire, and by a refusal to comply with Russia's = international=20 treaty obligations. In all aspects of Russian political = life, the=20 instruments of state power appear to be being rebuilt and = the=20 dominance of the security services to grow. We believe that = this=20 conduct cannot be accepted as the foundation of a true = partnership=20 between Russia and the democracies of NATO and the European = Union.=94=20 13

Among the 100 signatories were many prominent = neoconservatives,=20 including Boot, Ellen Bork, Donnelly, Carl=20 Gershman, Bruce Jackson, Robert Kagan, Penn = Kemble,=20 May, Muravchik, Kristol, Schmitt, Pletka, and Woolsey. = Prominent=20 Democrats who signed the letter included Marshall, = Steinberg, Joseph=20 Biden, Richard Holbrooke, and Madeleine Albright.

The most recent PNAC report, Iraq: Setting the Record=20 Straight, is an apologia for the disastrous invasion and = war. It=20 concludes that Bush's decision to act =93derived from a = perception of=20 Saddam's intentions and capabilities, both existing and = potential,=20 and was grounded in the reality of Saddam's prior = behavior.=94 The=20 authors blame the reporting of the UN inspection teams and = U.S.=20 government statements, which they say =93left wide gaps in = the public=20 understanding of what the president faced on March 18, 2003, = and=20 what we have learned since.=94 PNAC also charges that = administration=20 critics =93selectively used material in the historical = record to=20 reinforce their case against the president's policy.=94 In = other=20 words, PNAC makes no apology for its own role in urging the=20 administration to invade Iraq but rather defends the Bush=20 administration as acting on the best intelligence available. = 14

PNAC Loses Traction

PNAC's activities dwindled in 2005, and there have been = no=20 postings to its website in 2006. The most recent material = under the=20 =93What's New=94 section of its website is from 2005: = articles written=20 by PNAC associates Gary Schmitt, Ellen Bork, and Daniel = McKivergan,=20 many of which were published in the Weekly Standard. = 15

The war on terrorism that followed the 9/11 attacks = spawned an=20 array of other neoconservative organizations and front = groups that=20 share PNAC's views about U.S. global dominance and whose key = figures=20 have been associated with PNAC. Several of these = entities=97such as=20 the Committee=20 for the Liberation of Iraq, the U.S. = Committee on=20 NATO, and the Coalition for=20 Democracy in Iran=97were formed as ad hoc pressure = groups closely=20 associated with PNAC and have now folded or become dormant. = Other=20 groups, notably the Foundation for=20 the Defense of Democracies (FDD), have emerged as major=20 institutions with a staff and budget far larger than PNAC's. =

PNAC founders William Kristol and Robert Kagan = established PNAC=20 as a political project to set a new agenda for U.S. foreign = and=20 military policy. Unlike many of the new neocon-led foreign = policy=20 groups, such as the FDD and the Committee on the Present = Danger (CPD=20 III), PNAC never had the pretension of being a bipartisan=20 organization. All of PNAC's key figures have been = Republicans.

In an administration with a foreign policy team mainly = composed=20 of PNAC associates, PNAC's role in setting the foreign = policy agenda=20 for the 21st century was largely successful. For the=20 neoconservatives, the new challenge was to forge bipartisan = support=20 for this agenda of U.S. supremacy, preventive war, and = regime=20 change=97focused first and foremost on the Middle East. FDD = and the=20 CPD aim to meet this challenge, although both groups are = primarily=20 Republican.

Since Bush became president in 2000, and especially after = 9/11,=20 the neoconservatives working outside the administration have = attempted to set the broad ideological and specific policy=20 directions of the administration's foreign policy. The AEI = has=20 functioned as the neoconservatives' main think tank, and = Kristol's=20 Weekly Standard is the neocons' main policy magazine. = Both=20 AEI and the Weekly Standard have been closely linked = to PNAC=20 since its founding, and all three are located in the same = office=20 building in Washington, DC.

In the course of the Bush presidency, differences have = emerged in=20 the circle of hawks and social conservatives that PNAC = brought=20 together in 1997. Some, like Francis = Fukuyama, have backed away from the imperialism of PNAC = and the=20 neocon camp, and while generally supportive of the Bush=20 administration's stance on the =93global war on terror,=94 = many neocons,=20 militarists, and social conservatives have grown = increasingly=20 critical of its foreign, military, and domestic = policies=97creating=20 splits between PNAC associates inside and outside = government.

Some of the problems identified in PNAC's 1997 Statement = of=20 Principles have come back to undermine conservative unity = around=20 foreign policy. The first paragraph of PNAC's statement = began with=20 these observations: =93 American foreign and defense policy = is adrift=20 =85=94 In addition to criticizing =93the incoherent policies = of the=20 Clinton administration,=94 conservatives =93have also = resisted=20 isolationist impulses from within their own ranks. But = conservatives=20 have not confidently advanced a strategic vision of = America's role=20 in the world. They have not set forth guiding principles for = American foreign policy. They have allowed differences over = tactics=20 to obscure potential agreement on strategic objectives. And = they=20 have not fought for a defense budget that would maintain = American=20 security and advance American interests in the new = century.=94

Main areas of current conservative dispute include = immigration=20 policy, stem cell research, levels of troop commitments in = Iraq,=20 democratization policy, Israel, and U.S. relations with = China, North=20 Korea, and Iran. Although the neocon camp and its allies, = including=20 the Rumsfeld-Cheney = foreign policy team, are all hardliners with respect to = Iran, there=20 are public differences about which groups should receive = U.S.=20 assistance. While the leading neocon figures on Iran policy, = such as=20 Michael=20 Rubin and Kenneth = Timmerman, oppose funding the Mujahedin e-Khalq (MEK), = an=20 Iranian cult-like group with militants in Iraq, other = players in the=20 Iran policy debate, such as Raymond = Tanter and the Iran = Policy=20 Committee, are MEK boosters.

Splits have also emerged on Israel, with groups such the = Center = for=20 Security Policy (CSP) adamantly opposing any return of = seized=20 land, while other individuals such as Elliott = Abrams=20 cautiously support the policies of former Prime Minister = Ariel=20 Sharon and current Prime Minister Ehud Olmert. Another = widening=20 divide among neocons surfaced in the immigration debate, = with an=20 increasing number of neoconservatives=97including Richard = Perle, David = Frum,=20 and Frank Gaffney=97distancing themselves from the neocon = historical=20 support for a liberal immigration policy, while others, = notably=20 William Kristol, have been sharply critical of social = conservatives=20 for their restrictionist positions. Two neoconservative = centers=97FDD=20 and especially the CSP=97have positioned themselves in the=20 restrictionist camp.

These and other splits have eroded the original PNAC = coalition of=20 neoconservatives, militarists, and social conservatives, = although=20 the CSP, FDD, CPD, and other new groups have established = similar=20 coalitions with different memberships. Despite saying that = PNAC was=20 modeled after the second incarnation of the Committee on the = Present=20 Danger, neither Kristol nor Kagan are members of the newly = organized=20 CPD. 16

Funding

From 2000 to 2003, PNAC received $170,000 in grants from = several=20 conservative foundations, including the Earhart, Olin, and=20 William J. Donner foundations. 17 From 1994 to 2004, the New = Citizenship Project=20 that sponsored PNAC and whose chairman is Kristol, received = $3.3=20 million in grants, largely from the largest right-wing = foundations:=20 Bradley, Olin, and the Scaife=20 Foundations. The Bradley Foundation has been PNAC's = largest=20 source of foundation support, granting PNAC $700,000 from = 1997 to=20 2004. In its first year of operations, PNAC received grants = from=20 Bradley, Sarah Scaife, and Olin foundations. 18
