TEHRAN,=20 Iran (AP) - Iran said Sunday it supported a stable Iraq and = called=20 for expediting the construction of an oil pipeline and = railway=20 between the two neighbors, state-run television reported.=20

President Mahmoud Ahmadinejad told visiting Iraqi = Deputy=20 Prime Minister Ahmad Chalabi that Tehran supports Iraq's = territorial=20 integrity and believes a powerful government in Baghdad is = in Iran's=20 interests. Chalabi is scheduled to meet U.S. officials in = Washington=20 next week.

The United States has accused Iran of = not=20 doing enough to stop militants entering Iraq to wage attacks = inside=20 the war-ravaged country. Iran, which is also under U.S. = pressure=20 over its nuclear program, denies the claims.

"The = Islamic=20 Republic of Iran believes that establishing peace and = security in=20 Iraq requires having a powerful government with popular = support more=20 than anything else,'' the television quoted Ahmadinejad as = saying=20 Sunday.

"Protection of Iraq's territorial integrity, = independence and might is of special significance to Iran,'' = Ahmadinejad told Chalabi.

Chalabi's visit to Iran is = seen as=20 a boost for Tehran, which has been the focus of = international=20 criticism after Ahmadinejad recently said Israel should be = "wiped=20 off the map.''

Earlier this week, U.N. Secretary = General=20 Kofi Annan canceled a planned trip to Iran over those = remarks and he=20 has expressed "dismay'' in a rare rebuke of a U.N. member = state.=20

Relations have improved markedly between Shiite=20 Muslim-majority Iran and Iraq following the 2003 toppling of = Saddam,=20 who led Iraqi forces into an eight-year war with Iran that = ended in=20 1988 and killed more than 1 million people on both sides.=20

The president said Iran was willing to offer its=20 experience and expertise to rebuild Iraq and insisted on = expediting=20 work to set up an oil pipeline between Iran's port city of = Abadan=20 and Basra, Iraq's second largest city.

Ahmadinejad = also=20 called for completing a railway project connecting both = countries.=20 He said Iraq could use Iranian ports as a transit route to = export=20 goods.

Chalabi's visit to Iran comes as the = Iraqi=20 politician pursues political rehabilitation in Washington = after he=20 was accused of passing classified intelligence to Iran = before=20 Saddam's ouster.

Chalabi, once a U.S. favorite to = replace=20 Saddam, was also linked to the ultimately unfounded claims = by=20 President Bush and his top aides that Saddam had amassed = hidden=20 arsenals of weapons of mass destruction.

A former = banker and=20 graduate of the Massachusetts Institute of Technology, = Chalabi has=20 been a controversial figure on several fronts, accused = sometimes of=20 being an Iranian agent.

Iran said it had = "continuous and=20 permanent dialogue with Chalabi'' but rejected the spying = charges.=20

Also the = electricity=20 grids "would be linked at two border points near Basra = and=20 Khaniqeen before Iraq imports electricity from Iran." = The=20 government of US-occupied Iraq & Iran "signed a = military pact=20 that includes training for Iraqi security forces, which are = also=20 backed by the United States." Another key item on the = agenda of=20 this "landmark" summit was the=20 Iran-Iraq-Syria pipeline, so that Iran "can swap = Caspian Sea=20 crude to be refined in the country and then deliver the = final=20 product to the Mediterranean."

These events = don't take=20 place in a vaccum. After the US invasion of Iraq in March = 2003, in=20 the port of Basra, the=20 Supreme Council for the Islamic Revolution in Iraq = [SCIRI]=20 became the "dominant force on the city council, and = leaders of=20 the Badr Organization, its militia, hold the office of mayor = and=20 powerful positions within the city's security forces." = The SCIRI=20 "fought on the Iranian side during the 1980-88 Iran-Iraq=20 war." This is dated November 2003: GOVERNING=20 COUNCIL DELEGATION VISITS IRAN

"Iraqi Governing Council President for the month = of=20 November Jalal Talabani led a delegation of seven Iraqi = ministers=20 and 10 governing council members to Iran this week. The = Iraqis met=20 with a number of senior Iranian officials during the = two-day=20 visit, including Iranian President Mohammad Khatami and = Foreign=20 Minister Kamal Kharrazi......
Speaking to Kuwait News = Agency=20 (KUNA) on 18 November, Talabani said that several = memoranda of=20 understanding were signed between the two states in the=20 commercial, communications, economic, and industrial = sectors.=20 Iranian firms are also working to initiate several = ventures in=20 Iraq, from construction of giant housing complexes to the=20 construction of a railway linking Iraq with both Syria and = Iran=20 and the Central Asian states to the east. The meetings = also=20 addressed the possible construction of a highway system = linking=20 pilgrimage sites in Iran, Iraq, and Saudi Arabia, Talabani = said.=20 In addition, he confirmed reports that Iran has offered to = lay a=20 pipeline to carry Iraqi oil to the Iranian oil refinery in = Abadan, but said that talks on the issue have been = postponed=20 until Iraqi Oil Minister Ibrahim Bahr al-Ulum can meet = with his=20 Iranian counterpart."

A few months later = these=20 "talks" did take place, as reported on March 3, 2004: Iraqi=20 Oil Minister Ibrahim Bahr al-Uloum "said his country = had=20 agreed in principle to an offer from Iran to build a 10 km = pipeline=20 that would transport 350,000 b/d of oil across the Shatt = al-Arab=20 waterway to the Iranian port of Abadan."

Chalabi = has=20 been "accused sometimes of being an Iranian agent"? = When=20 Chalabi's ties to Iranian intelligence hit the US = "mainstream" press=20 last year, the Bush administration quickly put out the story = that=20 they had "disowned" him and that he was a "spy for Iran." = Later on=20 Chalabi was slipped into a less high-profile position and = now has=20 been quietly "rehabilitated." Chalabi also did play an = active role=20 in the disinformation about Saddam's WMD. Popular resistance to Saddam's = government=20 has already begun in Amara, and the Thawra section of = Baghdad=20 where scores of armed protesters were shot at by Saddam's=20 Republican Guard last Friday night.
