Early 1998: Prosecutors Turn Down Deal That = Could=20 Reveal Bojinka Third Plot

Abdul Hakim Murad, a conspirator in the 1995 Bojinka plot with = Ramzi=20 Yousef, Khalid Shaikh Mohammed, and others, was convicted in 1996 = of his=20 role in the Bojinka plot (see January=20 6, 1995). He is about to be sentenced for that crime. He = offers to=20 cooperate with federal prosecutors in return for a reduction in = his=20 sentence, but prosecutors turn down his offer. Dietrich Snell, the = prosecutor who convicted Murad, will say after 9/11 that he does = not=20 remember any such offer. But court papers and others familiar with = the=20 case later confirm that Murad does offer to cooperate at this = time. Snell=20 will claim he only remembers hearing that Murad had described an = intention=20 to hijack a plane and fly it into CIA headquarters. Khalid=20 Shaikh Mohammed is granted a visa to enter the US, despite being = under a=20 federal terrorism indictment, having a $2 million reward on his = head, and=20 being one of only a dozen people in the world on a US domestic = no-fly list=20 (see April=20 24, 2000). There is no evidence that he actually uses his visa = to=20 travel to the US. Investigators speculate that he may have = considered a=20 trip to shepherd some aspect of the 9/11 plot. He applied for the = visa=20 using a Saudi passport and an alias (Abdulrahman al Ghamdi), but = the photo=20 he submitted is really of him. He uses the new, controversial Visa = Express=20 program that allows Saudis to apply for US visas without having to = appear=20 in person at any point during the application process (see May=20 2001).
